How do we feel about flap pockets on the back of dress trousers?

It doesn't matter. That being said they do make pants slightly more casual if I'm remembering right. I like them on most pants personally feels more workwear/old timey

Buy like a sampler pack of blades and just try them all. I've definitely had some blades cut me but if like 2-3 different fresh blades from seperate brands cut me I'm more inclined to say its my angle.

I wouldn't cop cords that slim unless your tweed coat is fairly slim fitting as well but besides that yes that'll work really well imo

What difference does elasticated waist make?

Not really besides the waist being more forgiving imo. it does make the pants less formal and can look scrunchy as well also some pants with an elastic waist do not have belt loops

Ok so it's basically like any other boot clean/brush with saddle soap if needed, put on VSC, brush then let VSC dry and see if you need another coat? Would you recommend using heat to get the wax to really soak in?

That's a good fit and looks good on you imo if you don't like the look It might be worth trying just to see if the fit of the legs changes in a way you prefer.

Suit Jacket Fit 38 vs 40

Not gimp but i agree it's the 40. I wouldn't touch the waist you could have brought in like a quarter of inch in each side but imo anything more and the jacket would start to crease/X when buttoned. The sleeve issues he's talking is the creasing on the back of your arms. I think that's a sleeve pitch issue so the tailor needs to remove the sleeve and reattach it at a different angle most guys need it done. I think your sleeve length is good.

It feels obvious, but have you looked at Engineered garments? i feel like a bedford/loiter jacket might fit what your looking for.
