Looking for slubby jeans with a rise above 12 inched
1cm variation in measurement from different stores could be justified by either measurement variability, or actual garment measurements difference. For rise measurement start position could play also a role (i.e. it's taken exactly from crotch seam?). Might be worth to ask the store a pic of how they are measuring them, or if possibile to measure the actual pair they would ship you.

Where can I learn more about the fabrics? Wool, cashmere etc
Well, this is a very broad topic. Maybe a book would help with basics (Textilepedia, but you can find many others), then I would suggest to deepen the research fabric by fabric, Google as a starting point.

Can't suggest you a pair of equally slubby denim (maybe PBJ makes something that might suit?), but personally half an inch can be noticeable, but not a deal breaker (might just change a little were they sit on you).

Bespoke Suit Choices
Regardless of the reason for a bespoke suit (your point makes sense), I'd just make sure that the tailor can match your expectation, especially on details. Maybe anthracite, also very dark, can be more versatile than black.

Will the points on the shoulders of this blazer come out?
Right (as in pic) shoulder seam is just a bit out of place, or shouders are roomier? Pressing will help but if shoulder size is too big you might get some residual pointing/creasing at seams

Dress Shoes
As others suggested, black cap toe oxfords are the best choice for what you wrote. For that budget idk if blake stich shoes can be sourced, might need to compromise on cemented soles (in that case go for rubber, will get a longer life span as long as leather is okay).

Nice, which brand is it? I would like a similar one too (a male model tho). Anyway I think a white or light blue shirt (also ocbd), maybe denim, would work well. As for bottoms, pleated skirt like in pic above, or flannels/corduroy pants, or also mid/light wash denim (regular fit), with loafers.

Maximizing use of technical fabrics
Stone Island (and C.P. Company as well), especially in the early collections, is indeed a great form of R&D on fabrics and treatments/dyeing. Some stuff didn't pass the test of time, some did well. Also RRD is an interesting brand: more traditional styling (not really preppy but still very appropriate as officewear), but an unusual take on materials.

Looking for spring office/date polo
Both knit (merino) or cotton piquet should work fine, both tucked and untucked. Alone or under a blazer, I'd go for creams/browns but also blue, denim, green, burgundy... lots of choice.

I think a pic should be helpful, but indeed when buttoned does it pull the fabric, or the bottom quarters open revealing the layer underneath? In case it might be too tight.

Pants fitting issue (possibly?)

A bit of context: these are Orslow slim. Sitting as up as they could go, waist is correct: couldn’t button them if any smaller, they are also on short side, so I think sizing down isn’t feasible. I returned them already, but quality was so nice I was debating getting them again 😄 I wonder which other models I could look at with similar features?
By room in hips you mean already in the top block, rather than on upper thighs?
