Male fashion and sexyness
Not entirely. It works along different lines, as a way of looking back and not just an inversion of roles. bell hooks for example conceptualized an oppositional (black female) gaze. There are also critiques of Mulvey coming from the bdsm side, critiquing the underlying Freudian theory. If I recall correctly there is also some writing by the lesbian bdsm collective Samois on looking/gazing.
Edit: after a bit of searching I found the paper. Turns out it is a critique based on Deleuzes analysis of masochism. I only have the German full text. But maybe someone has access or you could try sci hub. If I recall correctly it is a really interesting paper. https://www.tandfonline.com/doi/abs/10.1080/10509208409361219

any ideas on pants to wear with this shirt?
Brown cords. I think relaxed fitting light wash denim would also work.

Mil-Tec quality
Yeah it’s really not good. Thin fabric and wonky seams in my experience. I would check if there is something similar by Helikon Tex.

I need some advice:
First up I am pretty removed from your age group. But maybe I can provide a few general pointers. First of all there isn’t one best in fashion. There are way to many frames of reference (regional, subcultural, age specific and so on). Being „the best dressed in the room“ than comes down to authenticity, being true to your personal frame of reference. That doesn’t mean that you should just be yourself but that you start cultivating what you like and present it in a manner appropriate to the situation you are in. Maybe start with some Levi 501s and then play around with different tops (different t shirt cuts or maybe a casual shirt) and shoes (sneaker or a casual leather derby like doc martens). See what puts a smile on your face when you look in the mirror. Also do not forget about grooming and scents. I would also recommend you get a nice eau de toilette. Also something that will put a smile on your face in the morning (but don’t overdo it, 2 spritzes max).

Looking for advice on what to wear on a daily commute with a 10ºC range of temperatures.
I recommend Patagonias Torrentshell as an outer layer. It is wind proof and has zippers under the arm pits for ventilation. You can also easily pack it in a bag if it gets to warm. I sometimes have a similar situation to yours and I usually wear a shirt, a thin wool sweater ( from uniqlo), a denim jacket, and the Torrentshell on top. When it’s extra cold I pack a merino wool scarf. Everything packs up pretty well and fits in my backpack.

Help with barbour sizing
I like the fit and would not go smaller. It’s a traditional autumn/ rain / hunting jacket, so I think it should provide some room for layering and movement.

Pants for larger hips/butt?
In that price range I would try Gramiccis G Pant. It’s not pleated but a generous cut and elastic waist.
