Looking for a nice blue wool sweater
As far as the shrinking goes: wool sweaters I tend to hand-wash in woolite and block-dry to keep the shape. Even in cold water the agitation on a machine cycle isn't ideal.

PRL cord pants color
Both look great and would work in the context you're talking about. It's probably the lighting in the photos, but the corduroy texture stands out more on the brown pair and is more subtle on the navy.
If you think you'll pick up both eventually anyways, why not go for the navy and experiment with it? Sounds like that's the one that you're more curious about.

I like my LL Bean Supplex shorts as a cheaper alternative to baggies. I wear them for 5/10k runs and they do fine for 50mi on a bike too.

Yeah that drawing looks like it would be of a regular coat that's just tucked back behind the subject's hands.
A literal coat-cape-baby would be something like a tailcoat, which doesn't really have any modern uses outside of cosplay or British morning dress (which is also arguably a form of cosplay at this point as well).

opinions on watch
I agree that the watch face is too big, and personally I'm not a fan of the big raised numbers on a dress watch either.

Traditional stitched leather hiking boot
On a tight budget these are fine. They weigh a ton but if you're only day hiking and keeping it under 10 miles it's not a huge deal.
They're technically resoleable too, but the interior lining on mine feel noticeably worn down after only a few hundred miles so it's kinda academic for what it would cost to re-sole them.
With a coupon code and sale you should be able to get them cheaper that the $165 they're listed for.

good gym pants that are comfortable and not tight?
I like LL Bean stuff for this. In my case running and cycling both indoor and outdoor.

Does Gramicci Pants work for shorter guys
I'm 5'5" and have a few pairs of Gramicci pants.
Loose tapered fit is pretty big in the thigh and they already come with a pretty short inseam out of the box. They're actually the only pair of pants I haven't needed to get hemmed. Aesthetically it's a pretty GORPy vibe, especially in my case with the tobacco and olive cord fabrics.
If you want a straight fit, the Camp Ground pant is pretty solid, though you'll need to see who still has them in stock. Those are gonna be way more of a workwear vibe. It's a heavy duck canvas fabric with a double knee.

J Crew Pacer Boots
I have a pair of them in that lighter shade of brown in your picture. Generally I agree with GSH that darker ones will be 'easier' but I feel like it depends on the rest of your wardrobe.
I wear mine with a lot of olive and khaki/beige tones fairly easily. I love them with my Stan Ray OG107s and gramicci pants and stuff like that.
I don't typically wear mine with denim though, and when I do it trends to be a more medium shade and never with a dark indigo.

I do hardware engineering at a fairly laid-back company, and Grammicis with a rugby shirt is pretty standard fare for me.
Range of motion is great, and a lot of their stuff is gusseted. The relaxed tapered stuff is very roomy in the thighs, and even the regular fit stuff like these should be pretty generous too.
