What needs to improve?
I think I look very basic and a bit ugly currently
First, you look like a normal dude, so don't be too hard on yourself. Second, do you know what looks or style you like?
There are a ton of guides around here to use too, but ultimately you need to do what motivates and inspires you. We can't tell you exactly what you need to do. There are so many variables characteristics to your life that we'll never be able to tell you exactly what you need to do. It's kind of a you gotta choose your path thing
I'm a bit confused tbh, I don't really know what I like, besides some specific clothes
The best distilled way to do it is, find out what you want to dress like, take stock of what you have that helps you get there, and then SLOWLY acquire those things to get you to that look
Ok so take those clothes you like and really look at them and figure out what it is about that specific item. If it's because of who is wearing it, probably not a good thing to acquire because you aren't that person.
For example, a shirt: I like the collar, I like these pockets, I like how loose it is, i like this color, etc.
Then use that as a guide for things you might like.

Watch this channel and see what styles items you like
I’ve tried some new styles like graphic shirts and I do go on Pinterest to try and look for some ideas, but they put clothes on people that are already good looking without them, so it’s hard to get what to look for
You consciously focus on the garment, not the model
Or browse clothing websites where the pic is a flat lay
Also stop the internalized putting down yourself
Be confident that you're trying to change for the better
being hot is largely confidence + taking care of yourself in the most general sense; any person can wear anything and look great or terrible.
Check out #inspiration and #waywt-highlights , save pics of fits you like, and drop em in here with a "where should I shop to find pieces like this" question - nobody here can tell you how to dress, tho.
Wearing neutral colors, if you like red and green, get something in bungardy or olive instead.
