It also certainly has nothing to do with rendering as turning LOD rendering on/off doesn't change anything

1. This happens every time I load into a world, so I am moving though the world as slowly as possible
2. Still happens when I'm at 2
3. I have it disabled
4. Increasing the CPU load is not the point

... Surprisingly not that much
Although I do keep MC idling a lot in the background, with without DH is not a problem at all but with DH it keeps consuming 34% of my CPU

Tried removing every single mod and data pack and it's still using that much CPU

it's a fraction of your render distance, set it at like 0.75
