The main thing to me is to get rid of that source clone and blur setup, that's probably very taxing on the GPU

More often than not you can use the OBS Log Analyzer to tell you what's wrong: https://obsproject.com/tools/analyzer
For your first log, you're losing 37% of frames to render lag and and 37% of frames due to encoder overload
The second log is worse with 64% due to render lag and 61% due to encoder lag
Render lag is when you're taxing your GPU enough that it can't render the sources and effects before encoding, and encoding lag is overloading the encoder portion of your GPU
You'll want to decrease your settings, possibly your sources and effects as well. One example is that you're using preset p5/p6 for encoding, which is extra taxing on the GPU, on top of running both lookahead AND psycho-visual tuning which are also intensive. You'll want to lower those presets down to p1/p2

Black Background removal ( Nvidia Background removal) OBS encoder overload while using Source record
Nvidia Background Removal will make the background transparent, but recording just the camera source with that background removal applied will make transparent content be black. I'm not sure how other people get around this, but I think this should work:
- Make a separate dedicated scene that contains your camera with whatever filters you normally use (including source record), EXCEPT for the nvidia background removal
- In all scenes where you want your camera with the background removal, add this camera scene as a scene source, and apply the nvidia background removal filter to that scene source
- Do a test recording to make sure that source record works on your camera, and that it records it without the background removal filter applied
You can always remove the background later when you edit the videos
As for your encoder overload issue, can you post an OBS log after you encounter the issue? Or otherwise get an older log where this happened and post it here
It could be that streaming, recording, and recording individual sources may be too much even for a 3080ti's encoder chip

LATENCY ISSUES
Can you do the following:
1. Post your system specs (CPU, GPU, RAM size and speed)
2. Post what microphone and camera you're using, and how the camera is connected (IE: capture card, USB)
3. When using OBS and gaming, does OBS report anything like render lag or encoding lag?
4. Are you seeing how CPU or GPU usage (>90%) when playing games and using OBS?
5. Does this desync happen when you first open OBS or does it happen when you start streaming/recording or starting to play a game?

Idk if I'd say it's completely doom and gloom - seems like only the NVENC portion of the GPU is dying (so far) so for the time being it'll survive gaming

Looking at the video you posted, it definitely just looks like a network issue where something corrupted the data along the way. You can try a different twitch server but it keeps happening for just the streams then I'd say it's your ISP again
