Also 936p, 900p, etc. are all terrible ideas suggested by people who don't know any better
Either do standard resolutions like 1080p, 720p, etc.

Assuming you're streaming to Twitch with that bitrate limit, only thing you can do is turn on multipass to on (either quarter-res or full would be fine)

The order from lowest to highest variant is GRE, XT, XTX

Well one of the main things that even the OBS log analyzer is pointing out is that your ethernet card is for some reason running at 100mbps instead of 1gbps

So I assume you're using the same setting for Twitch but using AMD HW H264 instead of AV1, correct?

You really don't need a second GPU in your system, especially when you already have a 4080. Having more than one GPU, even from the same manufacturer, has performance issues

Second, CPU x264 encoding compared to modern GPU h264 is not worth it for the miniscule quality difference
Since you're already trying to buy a new GPU for this system and you want AV1 encoding, your best bet would be an Nvidia 40 series since it can do AV1 and has the best h264 encoder quality. It's basically impossible to tell by the human eye the difference between CPU and NVENC h264 on the 40 series

So first off, you should not be recording by a constant bitrate, and instead use CRF or CQP. Essentially that tells the encoder to target a quality level, and it will auto-adust the bitrate depending on how complex the scene is. If you did constant bitrate, the filesize would be incredibly too large compared to CRF / CQP, and with no benefits to speak of
