Best guess is what I call “chunk tracing.” This is where they identify already-loaded chunks to find people who go far out.

FAQ #3: "Your registrar may deny a transfer request if the domain name is within 60 days of initial registration." (Emphasis added)
They don't have to do this. CloudFlare is just being difficult.
