wholecuts and lace gaps
I also have a high instep, and when I tried Meermin's cap toe Oxfords on the Hiro last, they were painfully tight across the top, though they were too big everywhere else. I'm not sure why wholecuts would stretch differently than regular Oxfords, though perhaps I'm wrong. Incidentally, Meermin does have a cap toe Oxford in a wide fitting, though of course that wouldn't be ideal for black tie.

Getting overheated with a shetland sweater over an oxford button-down
I have this same problem. I don't know there's a solution—I have to save brushed wool/shetland sweaters for the extreme cold (and still sweat in them indoors) and use thinner merino cardigans for layering.

Wallace and Barnes Creased Herringbone Chino Sizing
Size 34 has a waist about 18 inches across, which is typical of J. Crew's vanity sizing (& similar to the Wallace & Barnes selvedge chinos, at least recently). Incidentally, the inseam is about 29 inches, which was shorter than I expected.

Sport coat fit
This is the Regent, actually, which is surprising because the previous Regent jackets I've got were on the trim side. I like a full cut but wasn't sure if this was too much.

I may well be wrong, but I didn't think they offered anything fully-canvassed in the past. I thought the core Ludlow suits were half-canvassed.

Boots with wide toe-boxes
I got into Goodyear-welted footyear last year and have since purchased way too much. If I was to start over again, I would bite the bullet and go with Alden Indy boots or Tricker's Stows (both with commando soles), but that's personal—neither are sleek, and the latter have broguing. I have Meermin's Chelsea boots with city rubber soles on the Hiro last, and they are very sleek, but not roomy in the toe box (these two things are somewhat at odds). I would second the recommendation to look at the Hok or similarly wider lasts from Meermin. Grant Stone is amazing—though I have only purchased a pair of loafers from them, which I had to return as they were too large in the heel. One thing to note is that the Brass & Ottawa boots have moc toes, like the Alden Indy, which might be what you mean by box toes.

Basic bastard watches
I agree that Seiko & Orient offer a lot of great options for the price range. Personally, I have a Hamilton Khaki Automatic, 38 mm, with a black leather band and black dial, that I find myself wearing most days. I think it's totally acceptable with casual tailoring & wool trousers.

Polo recommendations
I really admire Kent Wang & Sunspel's offerings (Sunspel 'sRiviera polos are sometimes available under $100 in certain colors & sizes), though I don't own any. John Smedley is highly recommended and infrequently available under $100 if you search. Typically I wear polos in very casual settings & prefer J .Crew's garment-dyed slub cotton polos, for comfort & low price. Perhaps obviously, Polo Ralph Lauren & Brooks Brothers are classic; Banana Republic has some nice-looking polo sweaters around your price point, as well.

Chinos recommendations
Banana Republic has straight and relaxed "rapid movement" chinos which are cotton blends. I like their Smithfield (I don't believe those are offered any longer) and Dawson pants, but this is probably idiosyncratic; both models are very relaxed.

Wool pants/trousers recommendations
I'm also interested in this question generally. I think under $100 USD is very tough for new wool (as opposed to wool blend) trousers. New, Land's End is probably the best option or Banana Republic on sale (their "Tapered Perfect Flannel Dress Pants," 100 percent wool, have been on sale under $100 for a while now, but many sizes and colors are sold out). One can find plenty of options on eBay or similar sites in various conditions from new to used at this price point, but one has to have brands & sizes in mind. I've seen Yoox suggested for new options from designer brands at steep discounts but personally, I find it very difficult to navigate, and I also prefer very high rises and straighter or more relaxed fits than what one finds there.
