So we're holding off on returning them at the moment until we can get it (and myself) properly measured. His main concern was the length of the crotch and he thought it might end up looking like parachute pants if we hemmed.. so we'll see I suppose!

High-waisted trousers for a short guy

This was actually my thinking earlier, but my dad weighed in and said it would probably screw up the proportions and that I'd be better off getting a pair custom-made at the price it would take to sort them out. I should point out that the pair I bought haven't been returned yet but probably will over the weekend. I know nothing about tapering but perhaps I should do a bit of research for myself tonight.

More so worried about the out seam and the actual length of the trousers; the ones I tried recently were at the point where I'd be stepping on the ends with my shoes, so obviously far too long. I think my inseam is around the same as yours.

It's mostly prominent on my black chinos which according to amazon are 60% cotton and 40% polyester. I'm not layering on top of my trousers but it's also noticeable on black polo shirts which more often than not I layer with a zip up hoodie or the likes, which from prior experience I know they have a hell of a lot of lint on the inside which spreads to my shirt.
