*important disclaimer: things labelled with s/m/l are not consistent between countries, brands or even within brands. Use actual measurements. The fact that sellers might provide actual measurements of the item actually makes buying second hand on platforms like Vinted better than new from many shops.

I would echo everything everyone else has said, but I would also add this - if you're doing MTM in a foreign country with a "tailor" who is targeting people on short trips at 'cheap prices' there is nearly no incentive for them to make you something actually that good. This is largely also true of places like those that exist where I live that exist on doing bulk "MTM" groomsmen stuff etc.
You're not likely to come back for repeat business, or be in a position to do a return, the volume of people doing similar is really high so they won't lose customers from a bad review you're unlikely to leave, and the main incentive is to get the suit done as quickly as possible with whatever fabrics are around with minimal alterations to the block pattern because that's fast and will see you on your way in 3-5 days. This is not a recipe for doing stuff to the best standard.
If you then layer in some potential cultural [what fit is desirable?]/language barriers then it gets very messy really easily.

You can buy shirts at Uniqlo and other cheaper retailers for about your budget, mid range stuff is probably closer to $100 to $200, beyond that the sky is the limit.

With a budget of $20-40 the best thing you can do is go to your nearest mall and try on a bunch of stuff and buy what makes you feel happiest.

But this is kinda all context dependent, last funeral I went to I wore my floral knit EG suit at the request of the family and that's loud AF.

Personally I'm with @bean on blue suit with black accessories, but I've done navy blazer, tie, tan chinos to a funeral before. IMO black knit tie is fine, most people won't read it as anything other than a black tie.

How do I find good clothing stores around me?
The English speaking internet is going to be a very poor resource for finding good brands/retailers in Romania unfortunately, especially if you're not in Bucharest. So the above tips around word of mouth and looking for stockists of brands you like might work.

Cost of quality
Uniqlo is fine, but it's not really any better than anything else at that (low) price point and pretending it's "high quality" is a bit silly. Where Uniqlo does well is consistent sizing over years, and availability of colours etc. it's reliable in a way some other brands at the price point aren't.
Diminishing returns kick in quite quickly, but as Bill said, the extra price isn't always about "quality" or "comfort" or material choice, or cut or whatever. It can be any number and combination of things. Sometimes very expensive things are "practically" worse, in that they can't be washed, are very delicate etc (but this is rare).
As a real life example, I have some t-shirts that cost £90 each. They're much nicer than my Uniqlo (£15) ones in terms of fit and feel, but they're just as prone to rips and stains. I've handled t-shirts that cost 5x times that much. They're not 5x nicer, but they were made of a pretty unique silk/cotton/linen blend and cut/knitted in a very distinct way that's incredibly time consuming that some people might be willing to pay for.
It's up to you where your breaking point is. Personally for daily wear on t-shirts, socks, etc I'm perfectly happy with Uniqlo tier basics - but I will spend far more on shirts/pants/jackets that offer me something specific, be that cut/fabric choice/design etc - I'm not that interested in basic chinos, or "normal" blazers or plain knitwear.
