How to establish a thriving diamond-based economy?
it will never "establish" since you will never be able to control the inflation. Players will just stop using your economy and just trade items instead.

How to establish a thriving diamond-based economy?
First rule of a Minecraft economy : never make a item-based economy.
It's asking for crazy omega inflation.
Why ? Because items are super easy to find in the grand scheme of things.
And that's not even talkin about players duping items.
If you do an item based economy, it will inflate in the first few weeks, if not less.

Should I spent 97 Euros at Project Orion ?
Im late to the party but Im a professional dev working as a dev in a pretty important medical company for my country and all learned 98% of the shit I know by myself. And I have ADHD, Autism, and other handicaps (all medically diagnosed).
You don't need overpriced courses for programming.
If you want to be good at programming, courses will only get you so far. You need curiosity and will to learn and relearn every day. It's not a set knowledge.
Go check any Java tutorial on YT. You will learn if you stick to them and try out things for yourself

Required Hardware for Self-Hosting
If this is your first time self-hosting Id recommand that you self-host on a random machine first, so that you'd be aware of all the trouble going into self-host, before spending hundreds of dollars on a machine.
I've been self hosting my own servers since 2011 and I've used countless different hardware/network configurations. It's fun if you know what you're getting yourself into, and if you have enough will to go thru it

server size increasing while pre-generating
This question is a bit strange. You're generating chunks, they have to be stored somewhere, right ?
It's like having a image folder on your computer. If you put more images in the folder, it will increase in size.

Picking up new hardware for a home server
That is something I already do, thus why I said "I feel like we're reaching the end of what my current hardware can do. I tried everything I could to expand it's lifetime but alas nothing last forever."

Money isn't an issue honestly, I just like to make the right choice so that I don't have to change midcourse like I did back in the day with the Athlon

Picking up new hardware for a home server
I only found 2...
And I don't mind if it's a Ryzen 7 or 5, I just want to not spend a ton of money in 2 or 3 years if I need to switch to AMD5/DDR5. I usually buy hardware and make it last for 7 if not 10 years (such as this one)
Also I've seen more and more people getting into AMDs for Servers, but before that Intel was much better at handling single-core performance (which was more important for MC) in fact when I (re)started my server long ago, I bought a AMD Athlon X4 950, which had a higher speed clock, but actually using it we got way worse performances and I had to switch it back to that i5 that was from my previous gaming machine... so while I'm saying that I kinda want to get an AMD, at first I looked at Intel 'coz I don't want to pay half the price but getting half the performance. That's also why I said "If you have any other tips or new info about hardware for Minecraft, I'll all hears. Most of my knowledge is from 6 to 5 years ago now."
