more rugged chinos will also work, I would just caution against going too slim in the pants because you will look like a popsicle

this can work over anything but the traditional sailor fit was over dungarees so jeans plus a work shirt is pretty decent

definitely don't taper it, a peacoat is intended to fit like a box and be worn over other layers

Looks to me like the effect of lots of stretch in the fabric plus the waist size being too small, suggest sizing up.

I agree with the stretch comments.
I just bought a bunch of more casual chinos from Alex Mill i.e. https://www.alexmill.com/collections/pants/products/straight-leg-pant-in-vintage-washed-chino-in-faded-khaki that I'm quite pleased with in terms of build quality and fit (I am taller and athletic and bought the longer inseam). Make sure you're wearing your correct waist size. These have a decently high rise so you should take your measurements carefully if you're not used to that

I agree that Birkenstocks are too heavy and Chacos are essentially the same. This makes me think that you want a sport sandal of the third category. Tevas are better but still heavy. You might look at Lunas or Xeros, the correct models of which will be lightweight and essentially water-immune. but these are not fashion sandals really, they're functional.

when you say 'decent with water' what do you mean? "will survive if I walk through puddles now and again" or "I expect them to be drenched on a regular basis" or "I am literally going to be wearing these while walking in the surf"

OCBDs for people with monkey arms?
Luxire is another option for custom OCBDs within your budget. I preferred them to Spier or Proper Cloth.
I hate to say this, but if you're going to buy custom shirts, you should really wash cold and hang dry. No matter what you allow for shrinkage, if you're budget-minded, you will eventually destroy a custom OCBD by shrinking it if you use a dryer or wash warm. Shrinkage continues past allowances.
