How to set a server broadcast message for arma reforger every 15 min
Weird question maybe, but is there anyone in the server when the message is failing to broadcast?
Arma doesn't send messages if nobody is in scope to view them. Not sure about broadcast in Reforger, but that's true to global/side in A3 as well.

Discord Bot
You would use your own server via RCon's data, and the #api to pull it. Like LB said, there'd be custom formatting and their own records as well they could pull from, you'd have to recreate some functionality on your end maybe, in the discord bot that you'd also be writing.

Arma Reforger, Can not setup, RCON Fails
Without the IP, it'll be hard to say what might be stopping it up. Connection tests in the connection settings on the site will show you a few different locations to test from.
What are you using as firewall?

Our Server and RCON is down
You'll. Need to whitelist the BM IP ranges. If you edit your server's connection settings, I believe they are listed on that screen along with some tests.

Palworld Rcon connection issue
They do, and it's rather crap since you cannot directly query the server and need to wait on the list. But if you are using RCON that usually bypasses those issues, though I've not run Palworld personally.

Palworld Rcon connection issue
When you edit the connection for the server, there should be some IPs and tests, give those a go and if any fail, you'll need to get those IPs whitelisted.
