you're not giving it a lot of memory to work with, but I guess it'd work for a couple players. your mileage may vary depending on what you're doing.
You'd have to leave some leftover memory for the OS (and Windows isn't thin & light), so you'd maybe be able to allocate 2GB.. which is not a lot at all.

Raspberry Pi 4 for self-hohsting
not recommended tbh. Pi's aren't known for their strong single-core performance, so you could host a server for a couple people but it would likely be maxing out what the Pi is capable of at that point. 8-12 players is just a pipe dream.
storage speed would also be a limiting factor, on top of processing power.

flying arrows are cheap, not much to think about there.
slicing them up per-world will mean that many more spawn chunks are loaded, unless you disable keeping spawn chunks in memory. other than that, it's whatever is easier for you to manage.
yeah, Qarth is speaking about scaling servers, which might or might not make sense for you depending on your scale and other requirements.

Yeah, they're different pieces of software in different places. There's no way to do this without some specialty system (plugins+addons or something external).
Plugin channels exist, but it doesn't sound like they'll be applicable to your use case.
