NVIDIA drivers suddenly making my performance worse
You can check if it's a driver issue by downgrading your driver and seeing if the problem is fixed. Uninstall the driver you have downloaded. Then install the previous driver. open minecraft see if the issue is fixed.

What is the recommended settings for RTX 4070 and 14th Gen Intel, with 16GB of RAM?
Just set the lods to your preferred quality then change your lod distance according to how well your game is running.

The chunks haven't updated, either stand in the chunks for a while or turn up the update check in settings.

It is called overdraw it is caused by your vanilla chunks not loading fast enough.
