Odd, I didn't have the issue in Ficsmas. I do have it now. I do not have the efficiency checker mod. So it's not that.
I wonder if it's something of a combo? A base game bug exacerbated by the latest version of the modding tools?

AI Packagers + Resized Stacks = Eaten Containers
For now, I'm just avoiding AI Packagers. I only use packaging usually for early game packaged fuel
