Oh one thing I noticed is that you do not have a Steppers section in your includes. All three options are commented out

its at least a pretty fast thing to try and since we bought our boards around the same time, I think they are potentially from the same batch

So I had some oddities flashing my Pro h723 V1.1 that I got recently as well. I had to flash the firmware at least twice for it to show up correctly. It may be worth re flashing it as a suggestion.
