Events are very motivating for your players if there are rewards behind them or you could do semi-frequent updates that add new blocks, structures, mobs, items, etc

if you want to make the custom items on a survival server use ia (it makes it easy) and maybe have chest shops, server events, make it so that players have to purchase land, make custom bosses for players to fight, and make events so that you interact with the players
