You're talking about the 4020 fan, right? As long as it has power, it should be running. Only if it has power AND a proper pwm signal will it stop. So id triple check that it has a valid power and ground connected and the correct voltage.

swap things around to see if the problem moves. Aka, swap the motor drivers for your X and Y, see if the problem stays the same or changes

if you try to move in x, and it moves diagonally, then motors aren't doing the right thing. Could be a bad motor/driver/wiring, but also could be not configured as CoreXY. It being a vcore4 and you're using ratos that last would surprise me
