Credits being depleted but billing is $0 every month

I have some credits but I haven't been using them recently, but the amount of money has slowly been decreasing. I understand if its rounding to something like $0.01 each month, but I'm a bit confused

how can one add this to the build? this can greatly speed up build times, and probably can be enabled by default, as most ppl do not need multiple branches and git history for their build

new pricing changes

(not relevant to me, but want to clarify) With new pricing changes, each service gets 500 hours. But this is easily circumvented by making another project. Is this allowed? The duplication of projects to overcome the execution limit

Proxies and VPNs

Am I allowed to host a VPN or proxy on railway? The intent is to bypass internet restrictions or blacklists. It is not for torrenting, downloading illegal things, or for dmca protected content I know I've asked this question before, but it was a long time ago, not sure what the current terms allow.
