Sanity Check - Do These Plugins Exist?
For number 2, essentials can do that, except for the last point where updating one would update every instance of that item somehow, that sounds harder to do, but for custom items Essentials is very easy to use

Server option/host
I use bloom myself and I quite like them, now using your own machine could likely be cheaper (and the machine sounds like it has good specs but im no expert) but more work, imo its up to you if the convenience of using a host is worth the money, to me it is, to someone willing to put more effort or someone who knows stuff better than me, maybe itd make more sense to self host
