Are these shoes goodyear-welted and a good option for the price?
Are you really going to be wearing oxfords enough for that to matter? GYW is great, I have a fair number of GYW shoes which I wear a fair amount, and I've never needed a resole on any of them. At this point, GYW has become as much about marketing aa saying anything about the construction of the shoe

You're talking about this like the only consideration in ethical consumption is sending your money to less developed countries. But there are a million other considerations, like wages paid, working conditions, sourcing of materials, environmental externalities, etc. It's not that easy.

For the shoes you linked, there's a significant amount of wear on the soles, particularly the heel. The heel definitely needs to be replaced soon, so they're probably due for a full resole. With some patience, you can find a pair in much better shape that are in the same price range

I know a lot has been made of Allen Edmonds QC issues, but they're still not bad. Full retail is a lot for them, but on the frequent deep discounts they have or on ebay as GSH recommends, they're perfectly fine

How to know if I can trust a custom tailor?
The important, unanswered question is still did you tell him it didn't fit well? Even someone doing a hem at the dry cleaners will normally work with you if you're not happy with the result.

Based on the photos you provided, no one is going to be able to tell you if the shoulders fit okay. People have already said it's fine for a virtual interview. If you want better feedback, you have to provide better photos.

If you're saying $300 is the budget for an entirely new wardrobe, you're going to have to look for used items, and even then it will be difficult depending on how much you want to buy.

any idea as where to put clothes that I have worn once this week , but isn't exactly dirty?
It really depends on the person and circumstances. Obviously if you sweat a lot or the shirt smells, you should wash it. But I'll normally hang a shirt back up a couple times before I wash it. Pants I'll go even longer with just spot cleaning.

What's the point to trying to set a rule for what camo people can wear, what break their pants need, or when they have to tuck their shirt in. For formal settings, fine, there are some standard rules. But otherwise what's the problem with just allowing people to dress how they want without telling them they're doing it wrong.

If you have a suitsupply close by, it may be worth trying in person as well. At least online, they go all the way down to a 32, and are cut pretty slim overall.

The fabric can vary significantly over time, even for suits in the same style by the same brand. Plus the color of the fabric changes with time depending on wear, age, and care. If you want to try and find a match, it's your money, but there is a reason that the advice is normally to avoid buying an orphaned jacket, unless you know exactly what you're doing.
