Postgres database legacy migration stuck in "migrating data"

for 45 minutes now. The db is not that big, pg_dump and import would take a couple of minutes. Also noticed that the migration is adding to my usage. I am not sure I can interrupt the process without losing data - but then i don't also want to hit any overage charges.

RAILWAY_STATIC_URL is empty

I am trying to assign the variable to another variable in the variables settings for the service. I tried API_ENDPOINT=${{RAILWAY_STATIC_URL}}
