Hey sorry - busy day. Is the 7 the only key that has the issue? I see you built with sockets. I would check for a solder blob or smear on either of the sockets, or the diode associated with the 7 key. Typically that means there’s a short to ground somewhere between the switch and the pin on the IC, which makes the board think the whole row is pressed when it’s just one key.

I see you're using a Pro Micro - sometimes those can't drive the OLED when the big LED is connected. I would recommend not using the big LED if you want to use the OLED. I would also make sure that the wires you soldered between your OLED and the header pins are in the correct order.
The rotary encoder doesn't have any common circuitry with the OLED or big LED, so if it isn't working when one of the others is, that's a sign that things are probably not connected together right. It sounds like you've tried resoldering so I'm not sure what it would be.
