Steam updates reinstalls
Ah, looks like you beat me to it - I just posted a thread about this (there's some possibly useful console output there for debugging, might be interesting to see if you're seeing the same messages on your end)

[Updated] Steam client bugged update indicator after switching between desktop and game mode
Additional findings since the post was getting long: if I run Steam from the command line in desktop mode to get some possibly useful output there, it seems to report that some files might be corrupted? It redownloads them and starts normally, but again, the issue seems to pop up again after switching back and forth with game mode.

Steam constantly "updating" itself
Interesting - when I ran steam from the terminal, the update window came up as usual but this time it functioned normally, actually taking a few seconds to download and apply an update, progress bar and all. Then when I switched back to gaming mode I confirmed that the "update available" indicator no longer appears and manually checking for an update reports that I am up to date. So it seems like the problem is resolved - not sure why running from the terminal made any difference, but evidently it did. Thanks!

Yeah it's the same thing - when steam starts in desktop mode the "Installing steam update" window pops up for a few seconds, then "finishes" pretty much instantly (the progress bar never actually moves) and steam proceeds to run normally

Mango hood Issues
I can confirm seeing the same thing on a Steam Deck LCD - zero for GPU and temperature stats, and 120 fps on the Steam big picture / game mode UI. So it's not just the Loki.
