You don't need packet tracer to subnet. They are just asking you to simulate network traffic after you are done subnetting.

Use this
172.24.0.0/16
to calculate your subnets for all depts except wireless. For wireless, use the 172.24.1.0/24

I won't spoon feed you but I'll point you in the right direction.
They have given you the IP along with the subnet mask. The question you should be asking is "how many subnets do I need", the answer to that is basically the number of the departments. Then you grab the provided IP along with the subnet mask, and break it down into that many subnets.
If you don't know how to subnet, there are bajillion calculators for it online.

There is a big difference between provincial and federal government.
It's got a lot of pay deductions (Union, health, pension etc) but I enjoy the work so it balances out
