which one should I subnet?

it gives me 2 ip address: 172.24.0.0/16 and 172.24.1.0/24 which ip should I use for subnetting?

I won't spoon feed you but I'll point you in the right direction. They have given you the IP along with the subnet mask. The question you should be asking is "how many subnets do I need", the answer to that is basically the number of the departments. Then you grab the provided IP along with the subnet mask, and break it down into that many subnets. If you don't know how to subnet, there are bajillion calculators for it online.

it doesn't answer the question that I'm confused with you only told me that "They have given you the IP", while my issues is "which IP should I grab" I don't even know how many subnets i would need if I don't know which Ip i should grab at first place

Use this 172.24.0.0/16 to calculate your subnets for all depts except wireless. For wireless, use the 172.24.1.0/24 subnet.

seems like it's something that requires the cisco packet tracer to do. If so, it might be the reason why I got stuck yesterday (because i didn't realized that it's something that requires cisco packet tracer to do)

You don't need packet tracer to subnet. They are just asking you to simulate network traffic after you are done subnetting.
