railway hobby plan capacity to handle almost 400 entries

hello guys, want to know if anyone have an experience hosting an exam portal on railway now my question is can a hobby plan on railway which have only the exam site as its only service handle close to 400 students with out breaking its limit thanks

custom domain name not working

add a custom domain to my project once i click on the link ig response "This site can’t be reached", also below the domain name i see "Issuing a new TLS certificate..." used same domain before upgrading to hobby plan and it worked

Unable to upgrade to hobby plan due to card declined

i tried to upgrade to hobby plan but keeps showing card declined when i input card details, i am using a visa card
