Armor Hiding plugin Recommendation
It can be somewhat achieved, by removing items from the player`s armor slots and aplying a static defense value, but thats prob the best you can get without using client side mods

Display Placeholders above/below Name Plugin
You can somewhat achieve this using older versions of the TAB plugin and its unlimited nametags option, but that feature was removed in newer versions. I use this plugin to create multi-line nametags. The only downside (or perhaps an upside) is that it uses display entities to replace nametags, meaning only players on version 1.19.4 and higher can see them. Anyone on an older version will see armor stands or no nametags at all.

Hosting recommendations. $40 budget.
It depends, but as Faultier said, a dedicated gives you the best performace per dollar (ofc you need some decent hardware not something older than my grandpa). Managing multiple servers is also more convinient if you have full access to your panel and even the entire system, not just some customer section. Dedicated server providers usally have poor or just non existent ddos protection, so if you go with one then you will have to figure that out. 40 bucks is not a lot, so first you should prob launch the server without added protection, then if attacks happen invest some of the income you got in that time period in some protection services. Also I advise you if you really want to run a good server to invest a bit more into it. Having some spare performance is always a good thing if you decide to start up a dev server or something.

is it possible to make a resource pack apply only to one of the worlds?
In theory, yes it should be possible for java players, idk about bedrock, but i dont know about any premade plugin to do it. Also running multiple gamemodes on one server is never optimal.

Custom prefix
Ethernal tags should work just fine. You can put tags anywhere in the player`s username using the placeholder (so you can make prefixes, shufixes, etc) with it. It also comes with a gui to select or disable tags

Making a plugin to forcefully overwrite the message is not really a viable option, because it would cause heavy server load

Providers For Cheap Dedicated Servers.
Agreed, hetzner provides great pricing for hosting, but if you are worried of getting attacked you should also get some external protection service. Back then we used to have papyrus (you can google it). Not the cheapest, but the server never got downed. (Idk if anyone tired to ddos it tho). You should still concider if you really need that kind of protection. Most smaller servers dosent really get attacked.
