PUBG Rename Card

Hello, Please can someone confirm when we should receive the rename card. I really want to change my name to something another person has. Their account doesn’t seem active but I can’t tell if it’s more than 3 years inactive. In any case why haven’t I received the rename card by mail yet? My friend said he receives a pop up every now and again saying a certain name is mod released but I’ve never seen it. Please help as I don’t want someone else to take the name before I can change it if possible. Thanks 🙏🏽
