extrusion issues

In my first picture is my current print where I'm having these weird waves going. Everything should be calibrated fine, as my print is largely sticking to my bed, but I don't understand why I get these waves. In my second and third picture is top layers from a previous print that I decided was good enough to start trying to finish despite the fact that it seems my printer can't do top layers very well. Most likely fixable post-process but I don't feel like I should have to be doing that as much as I am. What setting should I change to make my prints first and last layers more stable?

your first layer is either to close to the bed or over extrusion. What model printer, what size, is it enclosed and what type of filament

It was the 3.1 500, running PETG and no enclosure. I just slowed it down and decided to see what happens. Next attempt went perfectly for the first 24 hours until I came home from work and apparently I had a nasty layer shift, killing my print... it was a 6 day print. Time to start over....

Layer shift is normally mechanical. Check the gears on the steppers. They get loose
