What causes these random lines?

These lines occurs randomly, and it's not Z banding. I tested with a consistent object and no banding, so these lines are definitely extrusion related. They also seem to be affected by the features on the parts. I use Orbiter 2.0 extruder. This is eSUN PETG.

Check your EM... should be around 0.95

It's 0.93 even When I have gaps in perimeter there is overextrusion in infill. When I have good perimeter, I have gaps in infill. Somehow the infill always extrudes more than the perimeters
