Simple XP cooldown question.
No, however you can change the rate of which people gain levels with the global multiplier. Changing it below 0 slows everyone's leveling down.

i can't put more than 4 roles in the role multiplier
Currently there's a bug were the global multiplier is counting toward the 5 maximum multipliers allowed. The Max 30 roles total is referring to the amount of roles you can add to multipliers. However you can only create up to 5 different multipliers.

Otherwise it's possible that Almeida disabled role mentioning entirely in the level up message entirely to prevent spam pings, usually people add the role that people gained in the level up message

The bot either doesn't have manage role permissions, it's highest role isn't above the Badges Handler role

I just noticed you have a global multiplier of x5 which is extremely high. You are probably skipping over level 1 because of the amount of XP you gained is way too high
