Cleaning out the Leaderboard?
No but users who are no longer in the server should be Automatically deleted from the leaderboard after 30 days in order to allow them to return without being punished

You can also manually syncronize them using /syncrolerewards but that would take a while depending on the size of your server

Yes, if your members keep chatting and gaining XP/Leveling up they will automatically synchronize assuming the permissions/hierarchy is set correctly.

Check the specific channel. If the /config check command shows that it's missing permissions it is missing them either in the role or the channel

It is activated, it means Lurkr does not have the discord permissions to read or send message in that channel
