Yeah, I get it, I was not able to restart the project after credit renewal at the beginning of the month though, I was getting that error

I agree, but the description of Starter Plan is misleading then, since after renewal of the credit I was not able to restart the project, until I upgraded it

That's like a blackmail then. The credit gets renewed each month, why can't I renew the app?
