It would just generate new void chunks which would make the performance at least a little bit better, also it wouldn't take up that much space

You could maybe look into pasting the world that has to be generated into just a void world(i'd recommend doing it in singleplayer if the server has such low resources)

But some mods do send custom packets to the server, ofc only mods that could interact with the server could be detected with this so you wont be able to detect hackclients and stuff

I mean there's this mod by doctor4t but it doesn't have that big nukes. Also it would need some time to update it to 1.20.1
