The fact it doesn't happen on 1.20 indicates it's most likely not a resource issue

No, it doesn't seem to have anything to do with RAM/GC. We've tried it at 4 and 10 allocated with no custom flags

one of my friends is also getting this issue on my server. we are on 1.21.1 with dh 2.3.2-b. it does not happen on 1.20.1 with 2.3.2-b, however
