If the issue originated with your Ethernet cable, traceroute would have shown packet loss and high round-trip time on the first hop. However, the traceroute indicates that hops 2-4 are experiencing the problems. This strongly suggests that the issue lies within your Internet Service Provider's (ISP's) CGNAT. TL;DR: Your local network appears to be functioning correctly.

I apologize for the lack of clarity. ipconfig .co is a website (just remove the space between). On this website, you'll find a table. In this table, there's a column labeled 'ASN'. Next to the ASN' entry, you'll see an associated value, such as 'AS12345' (this is just an example). And just copy paste that

Your ISP is the company that provides you with internet access. If you are unsure of your current ISP, you can find out by going to ifconfig .co (remove the space between) and copying the value displayed next to 'ASN'
