i dont think it does bc removing the nixpacks doesn't change the initialization issue if i redeploy

not sure if this is helpful but for context i have my own nixspacks.toml as well with the following: 
[phases.setup]
nixLibs = ["...", "libuuid", "libGL"]
[phases.setup]
nixLibs = ["...", "libuuid", "libGL"]
unsure if this causes any problems
