In PAK Utility Mod, why does hitting water from above or below seem to cancel !noclip?
I see. Sounds like base game cheat has the bug since 1.0 came out then because I don't recall this happening on U8. Appreciate the explanation.

Any drone mod?
While the timetable for trains is associated with each train, doing this for drones would require the timetable to be attached to drones. I believe right now it is attached to the drone port. This may be a pretty sizeable recoding of the drone objects, but I was hoping they could reuse code since the trains operate very reliably and are very flexible.

None. I've suggested on the Q&A site before 1.0 came out that they replace the drone routing with the same UI trains use to provide a->b->c routing and possibly even filtering on what can be loaded/unloaded at each stop.

Lumin works in only some places
I haven't tried Taj's mod because it came out after I had applied the engine.ini changes and I was quite happy, plus the mod page admitted there were some instabilities. On the other hand, the engine.ini changes have had no noticeable impact on the performance and I still run every viideo setting at Ultra or its maxed out setting, but I'm also doing just 1920x1200 60Hz on an out of box RTX-4080. A little part of me hopes that CSS eventually embraces Lumen and maybe even does a UE engine upgrade with the post-gaming console release. Good lighting in this game changes the whole dynamic for me.

Admittedly, I have no idea what that means, and it sounds like you're a SME. I only suggested because it fixed all my signs used as lights by throwing light much farther and ensuring they also threw light when turned 90°+ from the observer. The picture above was a dark room and the ceiling signs ineffectual without them, just like OP's screenshots.

Pak Utility Flight Speed not working
Also, to prevent any confusing behavior, if you had AGS flying enabled, it will still be toggled on/off by double-tapping space, IIRC, so you may want to go into AGS settings and turn off flying if you're using PAK. Doing so will not affect PAK's flying.

The command "!fly fast", for example, will not make you fly. It simply adjusts the speed at which you fly when you toggle it on.

Are there any performance-enhancing mods?
Mods are generally additional load, so no, there are no mods on ficsit.app I've seen that claim to improve performance. The best you can do is reduce your settings, but even that is mostly around graphics. A lot of this game is CPU bound. You will see a lot of degradation when you're in huge factories where there is a lot in eyeline that needs to be rendered. I've got saves that are hundreds upon hundreds of hours of buildinng, but my build style is many small to mid-sized factories, not megafactories. This seems to help by keeping a lot of what is going on in the game out of sight from any one place. This approach lets me run everything on Ultra graphics. What are your system specs?

You're referring to Aquila, right? Yes, I'm using probably 10-15 of Aqila's mods and they're stable, he updates them quickly if a patch comes out, but they don't often break due to game updates in the first place. Recommend Aquila's if it suits your purposes because, chances are, it'll be stable and compatible.

Anybody have a link to a Taj's graphical overhaul video? I'm interested to see a comparison video.
I haven't had the guts to load Taj's because it says experimental there be dragons on it. The tweaks above might get you a large portion of the benefits and can be reversed, but I've experienced no reliability issues using them. Nevertheless, I'll wait to see the difference illustrated and want to see the results like OP.

I don't have a link to the comparison video, and the impression I got was that Taj's may do thinks like tweak the models - more than what I'm going to suggest. In any case, there are some config settings you put in engine.ini that really bump up the graphics. I'm running it on a 4080 with a Ryzen 9 5950 and these settings made a dramatic improvement in the look of the game, but had no impact on performance. If you just close the file without saving and wait for the mod to be updated, then reinstall it before reopening that save, the items will be back.

If you install mods that have buildables, like fancy merger/splitter mods, for example, uninstalling the mod will remove those items from the save when reloaded. This can leave gaps in conveyors. Similarly, I've used Glass Fluid Buffers, and if that is uninstalled, the pipes to them remain but the tank is just gone.

If they only assist with creating vanilla parts, then the worst that will happen is you have to uninstall the mod and wait for the update. Everything on your list above would fit this category except probably Daisy Chain Everything which bumps up the number of connections on machines. That might cause the cables to be disassociated if the mod is uninstalled, but I haven't ever used it so I'm not sure.
