where C is centre and P is the point
CP^2 is the distance between the point and the centre and if the point has a distance lesser than the radius, then CP^2-R obviously negative
if the point is outside the circle then the distance between centre and point is larger than the radius

how I understand it as is
let's take the general equation of family of lines l1+λl2=0
this equation represents different lines that pass through some fixed point but having different slopes and y-intercepts
similarly if we take three line equations and add another parameter but since a circle is a 2nd degree equation, let's take the lines 2 at a time so l1l2+λl2l3+μl3l1=0
