teleport plugin that works only in specific worlds
You can just use a combination of luckperms and an essentials/tp plugin to achieve this. LP has capability of giving permissions by world.

Not sure about DeluxeMenu, most use ChestCommands for menus though. Although downside is it had to link to an item. Although you can also link it to a command after its setup.

does anyone have a consle client for mc accounts?
I'd be careful with which ones you use. Some are simple clients meaning they don't have built in Minecraft physics. I've seen players get banned for anti-kb due to MCC. The one I advise has everything built in: https://github.com/valoks/afkcc-release/releases/latest/download/afkconsoleclient.exe

Utilizing a plugin would likely be easiest since you wouldn't have to restart everything necessarily. Maybe just reload the plugin or you may not even have to.

The issue you have is that you're utilizing a very outdated operating system for something that's supposed to run on a close to recent OS version.
My advice is to move your data to a flash drive, or make a backup then upgrade to at the very least 64-bit windows 7, since there's not going to be a patch for this.

Remove chunks / fully re render dynmap
You're welcome. It's what I had to do on my server aswell. I'm sure there's some easier way to do it, but that's what I did since I'm still pretty new to it myself.

To my knowledge, you can't remove chunks from a render. You can re-render them, but from my experience it's easier to just reinstall the plugin and configure it quickly than to re-render.
