ideas to make the server more active?
I am not sure if there are data packs available, I guess so, but I normally manage these things with command blocks etc

You could do something as basic as hiding a head at spawn depending on how built up your spawn is

The vast majority of your plugins could be handled with the CMI plugin also by the way, it costs $15 and is a bit of a thing to set up, but it would combine almost all of those pkugins you have 🙂

You could do holiday events at Easter, Christmas, etc, or weekly events like headhunt, spleef, tag, or quarterly events like team build competitions

You might need to do the same with a FreedomChat permission, I am unfamiliar with that plugin but you should be able to find a permission node for it on line

So you should be able to set deny for the default group using essentials.chat.color
