how to use emoji in bot

I want to use an emoji registered on my Discord bot in Discord.js, but I don't know how to do it.
I've tried using:

client.emojis.cache.get('1336990634573172747')

client.emojis.cache.get('1336990634573172747')

client.application.emojis

client.application.emojis

but they don't seem to work.
Do I need to add intent permissions?
I haven't made any other settings besides registering the emoji.

Does Discord.js natively support a debouncer or similar feature to prevent excessive button inputs?

When my bot receives DMs:

Initially, when the bot is invited to a guild, it can receive DM messages without any issues. However, after the bot is rebooted, it cannot receive DMs anymore. Has anyone experienced a similar situation and found a solution? Any help would be greatly appreciated!

when use command just !say the voice say undefined but when i use !say hello nothing. what is problem??
