17 TPS or lower on server
Hello, I know there’s many players online on my semi-anarchy server, but what could be causing this low TPS and what could I change so it doesn’t happen? I have DAB enabled and my server uses a pretty powerful CPU, 7950X3D yet it’s still lagging.

Lag from user spamming a bunch of commands
I have a suicide plugin which when you do /kill it kills your player. This for some reason doesn't show up on the tabcomplete so I use an alias for it to show up. I also added a 15 second cooldown to this command and I had a user spam probably 1000 /kill commands per second which brought down the TPS to 15. What's the best and simplest way to fix this issue?

Why is the TPS dropping to 15?
I know the server had 33 people online (its a vanila survival server) but I've seen other servers have up to like 70 and run at 20TPS. What can I do to improve the performance? I already have Farm Control and the CPU is pretty much as good as it gets, so what else could I do?
