Plugin to disable player damage
Is there any plugin to disable some players (not all) to receive damage from other players and to not attack other players too? Like a passive mode

Best custom world generator plugin
I want to have a custom world for my survival so I'm searching for a good custom world generator plugin that is lightweight (if its possible) and that doesn't change the natural progression of the game. I found Terra and I liked it very much but I want to know if there is a better one.

Which host should i choose?
I have two good options: Wither hosting and EnviroMc
From wither hosting I can have 8gb ram in Miami for 13.60 dollars (with 15% coupon) and with EnviroMc I can have 8gb ram in New York for 10 dollars (with 50% coupon), sounds like an easy decision but I'm from Brazil so with wither hosting I would have 105 to 110ms ping and with EnviroMc I would have 125 to 130ms ping, is it worth paying 3.60 dollars more for 20 to 25ms less ping? And they are pretty equal in performance, both have Ryzen 9 5900x and provide 4 vcpus and "unlimited" nvme storage.

Simulation distance and view distance
I was reading some paper optimization guides (https://paper-chan.moe/paper-optimization/#Hosting-Options and https://github.com/YouHaveTrouble/minecraft-optimization) and I'm a little bit confused on how to configure simulation distance and view distance. One of the guides says I shouldn't go lower than 5 on simulation distance and the other says to put it low, around 3 or 4, so ???
And for context Im making a survival server with some plugins for 15 players playing simultaneously and hosting it in a good hardware with 8gb RAM

Dedicated x Shared threads
I plan to buy a host and I'm considering two options, one is made of 3 shared threads and the other is a little more expensive but it is 3 dedicated threads, so I wanted to know how big is the difference between them.
