New shirt but with a lot of piles, would this be considered damaged?

What is the point of this extra tendrils of fabric, and should I cut it?
I’ve made some new additions to my closet and found some with what I would normally cut off. But they seem a bit too deliberate, if I cut these hairs of fabric or shorten them will it be an issue in the future?
