New shirt but with a lot of piles, would this be considered damaged?
I also see the piles everywhere including inside. Can I just remove the piles with a roller or should I try to return as damaged?

You can remove the pilling with a fabric shaver
But I would probably return it unless you got it for a really good price

I mean fwiw the reason it's called nep twill is because the fabric purposefully incorporates neps (those clusters)
I think it's a cool detail, I have a wool jacket that's like that and people always tell me it looks cozy

That’s true and my reaction and solving of the mystery will as to it. I’m also clearly keeping it now, so I will give it a shot when it get warmer again.
When I am more awake, I will also happily read more about Neps & Noils.
It's a very short article lol and probably won't teach you anything new but it points out that some weavers really like neps and the texture they add while others view them as an imperfection.
So it's really up to you to decide who you agree with, aesthetically.
