Hi, I found this on Reddit by the name of “vSPECTRUMv” he stated the following:

If you purchased UC and then did a refund or the money rebounds, 3 things happen.
You keep your UC but next time you buy UC they’ll take their share of it. For example, you bought 1000 uc and then did a refund and then bought 1300 uc. Now PUBG will take their 1000 uc from the refunded purchase and you only get 300 uc.
They deduct the amount of you UC you refunded right away. For example, you bought 1000 UC and refunded it and did not use it. When PUBG sees that you have 1000 UC and you refunded it, they will take it back.
PUBG will ban you for 30 days. Usually this happens if you do multiple refunds
