Is pricing Pro includes $20 usage monthly?

So If I use 16$ usage cpu+memory of my projects I will be charged 20$ and if the usage 21$ I will be charged 21$ as well? Meaning minimum is 20$. Is this correct?

Limit how much GB storage on each plan

Hey, as stated in the title, how much storage in the service we got for each plan and is there any limit? I cant found this on pricing or docs page. Thanks
